Dadukou District Expands "15-Minute High-Quality Living Circles"

Dadukou District is accelerating efforts to build “15-minute high-quality living circles,” aiming to give residents easy access to essential services within a short walk from home. At a press briefing held recently in Jiugongmiao Subdistrict, officials outlined the project’s background, guiding principles, key features, and initial results—offering a snapshot of how the district is reshaping everyday life for local communities.

 

As the pace of urban life quickens, residents are seeking more convenient services and a greater variety of options close to where they live. Jiugongmiao Subdistrict identified several long-standing issues in its neighborhoods, including uneven distribution of service facilities, incomplete functions, and limited integration of existing resources. Guided by a people-centered approach and responding to residents’ expectations for a higher-quality living environment, the subdistrict launched the “15-minute living circle” initiative to ensure that residents can access convenient, reliable, and diverse services within a 15-minute walk—strengthening their sense of well-being, security, and satisfaction.

 

A Hub-and-Spoke Service Network

 

To improve service coverage, Jiugongmiao Subdistrict designed a service layout informed by population distribution, geography, and existing infrastructure. At the heart of the system is the Community Party-Masses Service Center, which functions as the main hub. Surrounding it is a network of service “nodes,” created by integrating supermarkets, produce markets, medical clinics, schools, eldercare stations, and other neighborhood facilities.

 

The subdistrict has also tailored services to different groups:

 

For seniors: upgraded eldercare stations and introduced fast-track medical access

For office workers: new convenience service counters offering quick, nearby processing of daily matters

For children and teens: after-school care centers, science activity rooms, and sports spaces

For all residents: pocket parks, fitness trails, cultural performances, neighborhood sports events, and other public activities

 

This diversified approach aims to ensure that every age group finds the services they need close to home.

 

Pilot Construction Shows Early Results

 

The pilot phase of the “15-minute high-quality living circle” in Jiugongmiao Subdistrict has already produced visible improvements. Core-area facilities are largely in place, and several convenience services have officially opened to the public.

 

Looking ahead, the subdistrict plans to increase investment, accelerate expansion to non-pilot areas, and continue improving service quality. Officials said they will explore innovative service models and actively seek input from residents to ensure the project becomes an inclusive and widely shared public benefit.
